�８什澆虜眄�見通しは平成２７年に、人口５７，０００人を想定して計画をしているが、見直しが必要だと思うがどうか
�ず估�の増大が見込めないなか、基金等の運用はどのように行っているのか、定期預金の入札や証券会社で行っている現先取引等も検討しているのか。
しかし、現下の経済情勢から言えばこの情勢は数年かかると思われます。よって、法人税や所得税収入も落ちてくることが予想されますので、財政見通しについては、改めて前提条件を見直し、厳しい状況を反映した中で、見直しをする必要があると考えます。

私の質問�� 教育・研修について。
町長答弁
平成１５年度から３年連続し、全職員を対象に「メンタルヘルス」について取り組んだ。
平成１７年度については、１２月１日、２日の２回に分けて実施し、参加者は約１００名で、「心の病」の状況や兆候、メンタルヘルスチェック、その対応と職場復帰に向けてなどを学んだ。
私の質問�� 健康相談について。（保健衛生活動及びカウンセラーなどの人材確保を含む）
町長答弁
相談が必要と感じた場合、又相談をしたい場合は総務課と保健師が連携し対応する。
専門的相談が必要な場合は専門の医師を紹介し診察を受けるよう勧めるとともに職場では相談しづらいことも考えられ、市町村職員共済組合が実施する「ファミリー健康相談」や北海道の「いのちの電話」などの利用も周知している。

「職場管理者の役割」は、職員個々の健康状態の把握や部下のストレス状況の改善、業務内容の調整である。
「人事担当者の役割」は、研修機会の企画、職員個々の健康相談に応じたアドバイスやバランスの調整、職場管理者からの報告に基づく対応が役割である。
「保健医療担当者の役割」は、職員個々の健康相談に応じたアドバイスや職場管理者への指導助言である。

�� 特別職の報酬削減に伴う条例改正案全会一致で可決した。
町 長−4.47％削減 872.000円→833.000円
助 役−3.52％削減 711.000円→686.000円
収入役−3.02％削減 629.000円→610.000円
教育長−3.02％削減 629.000円→610.000円
�� 議員報酬は議員提案の形で発議され全会一致で可決した。
議 長−3.38％削減 330.000円→323.000円
副議長−3.53％削減 264.000円→258.000円
委員長−3.38％削減 236.000円→231.000円
議 員−1.29％削減 212.000円→212.000円（同額）
�� 施行はいずれも7月1日。

平成１６年１２月２１日
認定第１号、平成１５年度幕別町一般会計決算認定について、賛成の立場で討論を行います。
平成１５年度一般会計決算は、歳入総額１３１億９.４２２万8千円、歳出総額１３０億６.４４１万5千円で、前年度と比較しますと歳入において3億２.８０３万５千円の減（伸率△2.4％）、歳出において2億５.９６９万9千円の減（伸率△1.9％）の結果となりました。
本決算は、10ヵ年計画である第４期総合計画の実現に向けた岡田町政２期目の『協働のまちづくり』に向けての第一歩を踏み出した年でもありました。総合計画の中では、本町の将来像を『めぐみ野に 人が輝き 笑顔ふれあうまち まくべつ』とし、
開発局 残された課題〜迫る地方分権委２次勧告 NEW！
十勝では自治体や経済界を中心に北海道開発局の存続を求める機運が高まっている。存続に向けて何が求められているのかを探った。
