私の役割と使命
新しい地方議会のあり方と精力的な取り組み
議会の活性化には、住民との協働による開かれた議会の実現が不可欠であり、地方分権時代にあるべき新しい議会は、地域政策立案・決定のプロとして、今こそ民意を反映したまちづくりに先導的役割を果たしていくことが強く求められる。
少子化・高齢社会対策
「少子化・高齢社会」という難しい時代にあって、「安心して子どもが産める、子育てができる」「安心して老後を過ごすことができる」地域社会の実現こそ、地域の運命を担う地方議員に求められている。
人にやさしいまちづくり
殺伐たる事件が連日報道されている中、いまこそ、人を思いやる心、互いに助け合う心、信頼関係の絆を育てて、「人にやさしいまちづくり」に正面からとりくんでいかなければならない。
食育を考える
私たちの心身は、「食べる」ことを通して豊かな人間性を育んでいる。いま「食事」を考える時、単に栄養素の摂取と捉えるだけではなく、心の健康を確保し、生涯にわたり、いきいきと暮らしていけるよう「食育」についての正しい認識を持ち、取り組む必要がある。
官から民へ
「効率的な行政運営システムの確立」に向けて、民間活力の導入は一つの方策であり、各種業務の民間委託及び指定管理者制度の導入により、「民」でやれることは「民」の力に委ねて官民の役割分担を明確にしていく必要がある。

『議員』はいかにあるべきか
議員の役割は、首長や職員機構の行動の意味を読み解き、住民生活の安全の観点から行政をコントロールすることに、第一義的役割がある。

は激動変化してやまない人間社会や地域の潮流をしかと見定めるべし
は多様な外部環境、内部環境の節度ある調和を図るべし

◆平成14年6月議会報告◆
高田市政3期目のスタートの議会、三役を一新、新しい体制の理事者には、今後の富良野の方向性を示すべく又市民が期待するまちづくり、危機的状況にある経済情勢の対応、少子高齢化に伴う施策、行財政改革の明確な筋道、行政の役割と責任、民間の役割と責任、プロセス、政策決定に至る情報の開示、真の市民参加のあり方、公共事業に対する市の考え方。市町村合併への取り組み等、非常にスキルの高い、そして高度な判断力、そして強力なリーダーシップ が要求されます。庁舎内での理事者、部長、職員そして各課横断的な施策に対する、意志の確認、合意形成 責任所在の明確化、市民に信頼される市政であること望みます。当然、議会、議員も、市民の声を反映すべく、行政のチェック機関として責任を再認識し切磋琢磨しなければと考えています。2期生中心にそれぞれの分野での課題を勉強会を開き大いに議論をしています。
今議会は、フレッシュな人事で高田体制に期待をしていた私としては少々残念な議会でした。一般質問の答弁、補正予算の答弁、全体的に誠意ある明確な答弁ではなく、あまり誉められるものではありませんでした。例えば、山部の厚生病院の改築の関係、合併にかかわる考え方、青果物の緊急措置の予算、橋上駅の合意に至る経過、予算説明、庁舎内での施策の決定の仕組み、情報の一元化と共有、責任所在、市民の目線に立った説明責任、もつと明確に開かれた市政運営が必要ではないでしょうか？民間出身の市長、市民参加の行政、行政改革等、市町村合併、市民に、議会に、庁舎内に、具体的にしめさなければならないのでは？？

『合併協議に関する住民説明会』の開催
十勝中央合併協議会では、幕別町、更別村、忠類村の３町村が合併した場合に、どのようなまちづくりが出来るか協議を進めています。
新しいまちづくりの将来像を定めた「新町将来構想」と、これまでに決定された協議項目の内容について、下記日程で説明会を開催します。
