[東京新聞] コロナと避難所 雑魚寝の解消、今こそ (2020年04月22日)
コロナ禍の中、地震や水害など避難が必要な災害が起きたら。その想定のもと国や地方自治体は備えを分厚くすることが急務だ。雑魚寝が解消できていない避難所の現状を変える契機にもしたい。
千葉県鴨川市は十三日、大雨で土砂災害の危険が高まっているとして、三十四世帯八十人に避難勧告を出し、三カ所で避難所を設置した。入り口でマスクの配布や検温、手の消毒ができる準備をし、保健師が待機した。避難所は換気をし、二メートル以上の距離を保ってもらう準備もした。実際に避難した人はいなかった。
十八日には関東地方で大雨や洪水警報が出た。新型コロナウイルスの感染拡大を防止しながら、災害から命を守る手だてを早急に考え、準備を進める必要がある。
国は今月、避難所が過密になることを防ぐため、可能な限り多くの避難所を設置していくことや、親戚や友人宅への避難も選択肢としてもらうよう住民に周知することなどを、地方自治体に要請している。
避難所での雑魚寝解消のための段ボールベッドの考案者で避難所・避難生活学会理事の水谷嘉浩さん（４９）によると「避難所でノロウイルスやインフルの感染が広がる時がある。対策は十分ではない」という。
